Standards Commission Appoints Three New Members In Scotland

The Scottish Government today announced the appointment of a new Convener and two new members to the Standards Commission for Scotland.

Ian Gordon, OBE, QPM, a former Deputy Chief Constable of Tayside Police, has been appointed Convener, while Jan Polley and Matt Smith will join as new members.

Since 2006, Mr Gordon has been an Associate Professor at the School of Policing Studies in Charles Sturt University, Australia, where he has advised and lectured on professional standards, anti-corruption and intelligence issues.

In 2008, he was appointed as a Member of the Scottish Legal Complaints Commission.

Mr Gordon will replace Mrs Wendy Goldstraw who has been Convener of the Commission since September 2006 and has ensured the Commission’s continuing success. His appointment will commence on February 1, 2010 and will be for a period of four years.

Jan Polley spent the first 27 years of her career working in the Scottish Government and the Cabinet Office of the UK Government, reaching the rank of Deputy Director.

In 2002, she became Chief Executive of Quality Meat Scotland. In 2006, she began as an assessor for the Office of the Commissioner for Public Appointments in Scotland. She runs her own company providing training to public sector organisations.

Ms Polley’s appointment will commence on January 18, 2010 and will be for a period of four years.

Matt Smith, OBE, JP, is Regional Secretary for UNISON Scotland. He is also currently a Member of the Scottish Trade Union Congress General Council (since 1989); the Employment Appeal Tribunal (since 2002); the Scottish Government Economic Forum (since 2007); and on the Scottish Council Development and Industry (since 1996).

In the past he has been a member of a number of bodies including the Church of Scotland Committee on Church and Nation; the Equal Opportunities Scottish Committee; the Calman Commission; and the Royal College of Physicians.  He is also a serving Justice of the Peace.

Mr Smith’s appointment will commence on April 1, 2010 and will be for a period of four years.

Jan Polley and Matt Smith will replace Albert Tait OBE and Peter Donaldson, respectively, who will be standing down as Commission Members. Mr Tait has been a Commission Member since 2002 and Mr Donaldson since 2004.

The Ethical Standards in Public Life etc (Scotland) Act 2000 introduced a new ethical standards framework to Scotland. The Act underlines the strong commitment to the promotion of high standards in public life by the Scottish Government and the Scottish Parliament. Key elements of the Act were the statutory Codes of Conduct and the establishment of the Standards Commission for Scotland.

The post of Convener is part-time and attracts a remuneration of £10,165 (subject to yearly review) for a time commitment of three days per month.

The posts of Member are part-time and attract a remuneration of £5,616 (subject to yearly review) for a time commitment of two days per month. The Standards Commission’s headquarters is located in Edinburgh.

These appointments have been made in accordance with the Commissioner for Public Appointments in Scotland’s Code of Practice.
